Decade Counter/Astable PCB not working?

I've got a Astable 555 timer, connected via output pin 3 to a Decade counter 4017 chip, and I have checked all the basic things for errors and checked that current is reaching all components and checked all pins but I can so far find nothing wrong with my PCB? Anyone have any suggestions as to what it might be that could be wrong?
