Is there a difference between a sleeveless jacket and a vest?

I think there is. A sleeveless jacket can have a lapel, and basically looks like a jacket without sleeves (duh). A vest looks more like a plain shirt without sleeves, but has a much deeper neck. My mom thinks they're the same thing. How about you guys?
